How to apply for a graduate certificate
Notice regarding changes to postal rates
For those applying for a certificate on or after October 1, 2024,
Due to changes in postal rates, the postage fee will be 430 yen (for applications submitted by September 30, 2024, the postage fee will be 370 yen).
Please note that a payment will be incurred.
Regarding the charge for certificates (Please read all of the following when applying for a certificate.)
Until now, our university has provided certificates such as graduation certificates and transcripts to graduates and those who have completed their studies free of charge. However, given the operational costs associated with issuing certificates and the burden on recipients, we have decided to charge for these services.
We apologize for any inconvenience this may cause to our graduates and those who have completed their studies, and we appreciate your understanding.
At the same time, the application method will be changed from the previous methods such as mail or in person to online applications.
◆Start date
Applications made after 8:30 on Monday, April 1, 2019
◆ Eligible persons
Graduates, students who have completed their studies, dropouts and expulsions (including non-regular students such as course students and research students)
◆Certificates covered
1) Graduation certificate, completion certificate, transcript, enrollment certificate, degree conferral certificate, academic achievement certificate (for teacher training courses)
2) Certificates other than 1) above are free of charge as before. For details on how to apply for certificates other than 1) above, please check the application method of the relevant department. (Faculty of Agriculture /Prefecture, Faculty of Engineering /Prefecture, United Graduate School of Agricultural Science, Graduate School of Bio-Applications and Systems Engineering)
◆Issuance fee
500 yen per letter
◆Certificate issuance fee collection system usage fee
Normally, a system usage fee (254 to 560 yen) would be charged in addition to the issuance fee when issuing a certificate. However, in order to ease the burden on graduates and others, this system usage fee has been kindly borne by the alumni association of our university.
◆How to apply for a certificate and pay fees etc.
Please access the Certificate Issuance Fee Storage System (hereinafter referred to as the System) and complete the application procedure and pay the issuance fee, postage fee, and system usage fee.

[Notes on application]
① If you wish to request an English certificate, please submit a copy of your passport to the relevant department, or send it by mail, fax, or email.
② If you need to issue a certificate in a specified format, please contact the counter before applying through the system.
③When applying for a visa to travel overseas, you may be required to provide information regarding your degree. There is no mention of the degree in the Japanese version of the graduation certificate or certificate of completion. If you also need a description of your degree, please apply for either a degree conferral certificate, graduation certificate in English, or certificate of completion in English at the same time.
④If you are applying for both a certificate that falls under 1) and a certificate that falls under 2) of the above “◆Eligible certificates”, please enter the information that falls under 2) in the [Notices column] of the application system. Please indicate that you are applying for a certificate. (Separate application procedures related to 2) are required. )
[Notes on payment]
①If you wish to have it mailed to a domestic address, please also pay the postage fee (Letter Pack 430 yen).
② If you wish to have your application mailed to an overseas address, a member of our university staff will contact you regarding the shipping method, shipping fees, etc., so there is no need to pay through the system.
③Paid issuance fees, postage fees, and system usage fees are non-refundable. Please be careful when making your payment.
In particular, if a student has graduated or completed a course and is currently enrolled at our university, all certificates will be issued free of charge. Even if the issuance fee and postage fee are paid by mistake, no refunds will be made.
◆How to receive certificate

The counter is closed on Saturdays, Sundays, holidays, during summer vacation (mid-August), and during the year-end and New Year holidays.
②Reception by proxy at the counter
As a general rule, the person in question must pick up the item, but if a representative comes to pick it up, please bring the following three items with you.

?Representative's public institution identification card

2) Receiving by mail
①If you are sending by mail to a domestic address, please pay the postage fee (Letter Pack 430 yen) in advance via the system.
② If you wish to have the certificate sent by mail to an overseas address, please submit your application through the system. After submitting your application, our staff will contact you to arrange the delivery method, postage, etc.
3) Type of certificate/issuance fee Number of days required from confirmation of payment to issuance (The number of days required varies slightly depending on the application department.)
Saturdays, Sundays, holidays, summer holidays (mid-August), and year-end and New Year holidays are excluded from the required number of days.
Please note that it will take time to issue during Golden Week.

4) If you wish to change your name or surname
If your name or other details have changed since you graduated, completed your course, or withdrew from school, and you wish to have your certificate issued under your current name and other details, you will need to make changes or corrections to your student record.
After applying through the system, Notification of change of surname (first name) Please sign and stamp the above form, along with a document that can verify your name and surname change (either a copy of your family register issued within the last three months, a copy of the notes section on the front and back of your driver's license, or a copy of the name change section of your pension booklet). *Please note that all certificates for graduates of United Graduate School of Agricultural Science will be issued under the name used when enrolled.
